Replace `localForIOLocal` with `IOLocal#toLocal[F]`

Once the https://github.com/typelevel/cats-effect/pull/4438 is merged and released, we can do the clean up: https://github.com/typelevel/otel4s/blob/cf37b86f33d30a08768fa2e0c04176d69122bcbf/core/common/src/main/scala/org/typelevel/otel4s/context/LocalProvider.scala#L133-L141
