A way to filter `RuleSet`s

An idea from Michael: .filter(_.id != "...")

This would make it easy to skip tests in certain situations e.g. https://github.com/typelevel/cats/issues/4263

I gave this a try in 57b4acd15fcfc8f571887884d0313fede65ad7c3 but I'm not crazy about it. I feel like adding a checkFilter variant to checkAll in e.g. discipline-munit would be cleaner.
