Adds comprehensive IO documentation and includes sidebar navigation update. Refs #1715

Hi @armanbilge The macOS job failed with one test in cats.effect.IOSuite, which seems unrelated to my changes and might be a flaky test. Could you please rerun the failing job? Thanks!

The Scala Native CI failures appear to be infrastructure-related, not related to these documentation changes. The documentation compiles cleanly. I'll appreciate any guidance here next :blush:
