Publish artifacts linked against multiple versions of the Twitter dependencies

I wasn't able to get this completed today, but I made some progress and wanted to share what I was thinking. I'll put together a more full description once I have time to make more progress on the build definition.

This doesn't add support for any new Twitter-Utils / Finagle versions, but it sets us up to add them going forward.
