upgrade github action versions

Hello! Typelevel GH admins received an email from GitHub warning that the following actions are going to be shut down and no longer available aver January 30 2025

  • action/upload-artifact@v3
  • action/download-artifact@v4
  • action/cache@v2

This is just an FYI that in order for the github workflows to keep working in this project, you'll need to update your workflows (it looks like this project is using sbt-typelevel, so you'll need to update sbt-typelevel and then regenerate your workflows)
