Add "Surgery Table" as a breeding step

At present, the Surgery Table can only add/modify skills. And they are omly all white or gold skills. I think it's of limited use... The Surgery Table requires unlocking technology, which is not avaliable in the early stage of the game... It would be great if an option could be added to start/stop the calculation of the Surgery Table solution

The settings will include a "Max Cost" which can be set to zero to prevent its use, does that address your concern?

I expected this to be difficult, but it's turning out to be unmanageable - I've got a WIP update in the surgery-table branch but am facing new performance issues, performance regressions, and am still finding new edge-cases that need to be handled which will further hurt solver performance.

Punting on this for now and will consider a separate task to just add a checkbox, "Change Gender with Surgery Table", which removes the specific-gender time penalty and allows same-gender pals to be bred

I had the thought of how nice it would be to have the Pal Surgery Table options added as potential settings to enable, but I also thought: wow, this would be quite a feat to program.

I often find myself using the Surgery Table to add Runner, Serenity, Musclehead, Mercy Hit, Nocturnal, or Philanthropist to pals I am breeding. I can't afford the gender swap Pal Reverser option, but I do have a few of the nicer stat implants purchased.

Thanks for Pal Calc. It's vital for me whenever I return to Palworld.
