problem on using brook ui

hi , sorry im a novice , i did everything but on the step that says run http server for brook i got confused : http://127.0.0.1:8080 what does it mean ? i just copy pasted the codes into my vps , without change anything after enter code it shows listening to 127.0.0.1:... and doesnt go forward , can you explain to me from this step with more details ?
