Can start two master process on same node, neither one shows any errors

With current Satellite master branch, If I try to start a satellite-master that is configured to use the same port as another running master (either riemann or api port), the process exits and there is an appropriate error message in satellite.log ("Address already in use"). This seems fine to me.

If for some reason someone wants to run two separate satellite masters on the same host, and makes the effort to avoid port conflicts, this doesn't seem like something we need to stop them from doing. Maybe they have a reason (although I can't think of exactly why that might be).
