Primed tnt cannot be defused with shears

I believe that what broke this was the ignoring teams commit, and got unnoticed since. Using last version of Cardinal (857eeab123) and sportbukkit number 25. Either way, the whole tnt defusing feature is on overcast to defuse team grief tnt, I don't see who would tnt grief in a scrimmage server, to be honest.

@Eudaldca just tested in 12c7ca0 and seems to work (the only thing that seems broken is that punching tnt from obs says "you can't defuse enemy tnt"), but shears work fine

Iirc the issue was when being in a team and trying to defuse it with shears.
