Allow observers to see players' health on tab

There are 4 settings, long (has decimals), short (without decimals), tiny (removes extra characters to shorten it), and off:

@iEli2tyree011 the good thing about this is you can press tab and see everyone's health at once, see how both teams are before entering a team fight

@iEli2tyree011 you can see the health of a team fight under their names, but you can't "count" the team health as a whole, you see every player separated, in the tab you can see the whole team's health at once
