upgrade to scala 2.12

We're migrating to Scala 2.12 and need an artifact of this library

I'm not able to comment on the specific line, but: the major/minor version of scala should be suffixed onto the artifact name:

- <artifactId>korean-text</artifactId>
+ <artifactId>korean-text_2.12</artifactId>
