Update flag of Martinique

The flag of Martinique (1f1f2-1f1f6.svg) here is currently the "snake" flag, which was never an official flag. As of 2023, the red-green-black flag has been officially adopted. The emoji should therefore use this new official flag over the old unofficial one.

Current emoji: Martinique snake flag

Official flag: Martinique rouge-vert-noir
