Feature to easily create Filtered Stream rules

1. Problem to solve

The filtering rules for Filtered Stream are very powerful, but the specification to specify them all as strings is somewhat complex, and many implementors will not be able to remember those specific symbols. Therefore, I would like to add the feature to create these rules fluently in this library.
