Explain Defender log message

Explain the following Defender log message:

Failed to handle container outgoing connection event

Generally this happens when there is a restarted / stopped container mapped with a network connection probe on our end. this may happen when we have multiple containers doing http connections in same pod with restart policy always. See GH #24287 for more details.
