Select multiple languages to be included in top streams

Being able to select multiple languages that are included instead of just whatever the device is set to would be useful for multilingual users.

  • [ ] Get the languages Twitch supports
  • [ ] UI
  • [ ] Respect the user's old setting

This'll come with it, but user might even want to have a single language… but one different from system's language.
