Deploy not working

after running the Twilio Serverless: Deploy

I get the following error:

Please define a least one PACKAGE in your 'settings.json'! Source: Deploy (Extension)

*Also, I need to cd the project directory to be able to run the server Twilio Serverless: Start Local Server :/
