Name maximum length before failing does not seem to be consistent

Bug Description

63 is the default limit for PSQL identifiers such as columns, tables, indexes etc. When we auto-generate those, we need to take that limitation into account. This should be already implemented in most of places but it seems inconsistent and failing for smaller strings than expected
