Relative date filter in a workflow step is not working as expected

The IS_TODAY relative date filter should take the present day at the time of the execution of the workflow.

But a user reported that it takes the day that corresponds to the last time the workflow was created or edited.

Triggering the workflow manually produces the same problem, but since we generally QA the same day, we don't have this bug.
