File to import not found or unreadable: bootstrap/scss/bootstrap

Hi guys, We have a rails 7 in production that raising strange issue :

When we preform a

rails assets:precompile

this crash with this

SassC::SyntaxError: Error: File to import not found or unreadable: bootstrap/scss/bootstrap. (SassC::SyntaxError)
        on line 2:1 of app/assets/stylesheets/application.scss
>> @import 'bootstrap/scss/bootstrap';

Curious fact is when i retry to do a rails assets:precompile, it works well. This seems that yarn is still running when rails tried to fetch bootstrap package.

I don't know if i am in the good place for this issue but hope someone could help me to understand this

It can be related to https://github.com/twbs/bootstrap-rubygem/issues/288, however the broader issue is described there like inability to use bootstrap themes out of the box.
