Locale is ignored by winrepo. This feature would need to be added to salt itself.

I assume this is to save disk space on your master? What do you think @UtahDave?

You may need to update the Service Definition as well to make sure it is pointing to the config in the correct location.

Just make the changes in this branch. You'll need to pull since I rebased this PR.

Probably need to change the `.. versionadded` to 3008 now.
