Same issue on my end, although stutters happen every minute or so, sometimes every 30secs... Shield 2017, Moonlight as client. PC with 2.5Gb NIC. FPS set to 60fps/hz in Sunshine...

Having same problem on my Shield/Moonlight and PC/Sunshine config with Windows10, AMD Ryzen 7 5700X, RTX 4070Super, 2.5Gb NIC hardwired with Cat5e to Shield 2017. Stutters every 20/30 seconds.
I did try setting it to 100%, it didn't solve the problem. It is hard to find the root cause in my case. Tried resetting NIC, fiddling with energy saving...
Later discovered that ethernet cable downstairs had a hole in it (caused by a nail) ... heh. Also seems that restart of vdsl router helped for while, so it is...
Ok, so the new router works as expected so far. No stutters observed...yet.
How is that related to Sunshine though? Easy workaround is to create new profile in NVCP just for Sunshine that works for you.
For me it crashes immediately with Access violation exception after starting the game. Not even menu showed up, just black and then crash. AMD Ryzen 7 5700X, RTX 4070 Super.

Ah yes, I have Logitech G305 + MX Keys which are relatively recent. https://github.com/ccomrade/c1-launcher/issues/39 points to old HW from 2011. Hmm interesting, will try that. Edit: Yes, that updated exe...
