Please update quantile on pgxn

Since PostgreSQL 12 was released last week, users are running into problems with 1.1.15. Could you update the version on pgxn?

Also, it would be nice if you could add version tags. Currently when I go to https://github.com/tvondra/quantile/releases, I only see some outdated releases.
