convert jsonl to html manually

is there any way to convert .jsonl files to .html manually? (where i can't access to telegram-cli ever again and telegram-history-dump stoped when was working)

In the sense "possible as in having enough data saved", yes. The jsonl files contain all the data necessary to create a formatted version. See this script for example.

In the sense "supported by telegram-history-dump itself", no. There is currently no feature implemented to perform offline formatting. It would be possible to implement but it's not currently a priority for me.
