Fix 90-apexctl.rules path

Sorry, i'm not sure if this is the right spot to post this, i'm new to Github and couldn't figure out how to send a commit/pull. I just noticed that 90-apexctl.rules has the wrong path it should be pointing to /usr/local/bin/apexctl not /usr/local/sbin/apexctl, and as said in Issue #47 keyboard:usb:v1038p120[02]* should be evdev:input:b0003v1038p120[02]* if Systemd is 220 or newer (so like Ubuntu 16.04), maybe add it as a uncommented line. Anyways thanks for your awesome driver, and sorry if this is the wrong location to post this.
