If hiding title, the tab labels now move

I am hiding the title of my toolbar. Now when I touch the tab labels, the labels themselves become scrollable, but they shouldn't be when I only have 4 tabs.

I am asking if you could hide the kebab menu button when the title of the toolbar is being set to be hidden?

I personally don't like the kebab menu being there at all, regardless of the number of tabs. I'm not aware of the reasoning behind the decision, but to me it doesn't look good and isn't useful as far as I can tell...
