Move linting rules from warning to error level

In https://github.com/tus/tus-js-client/pull/690, we introduced linting and formatting via Biome. Some rules were only enabled on the warning level to keep the amount of code changes lower. We should fully enable the affected rules and make the code adjustments in a separate PR.
