Improve downgrade experience

If someone is on the scaler plan, for example, and has an organization, it's impossible to downgrade because the starter plan doesn't give you organizations. Let's improve the flows somehow to make that explicit. For example, always show all the plans, but when a user selects a plan they cannot downgrade to, let's add a proper error message explaining why.
