ASPNetCore - Handling dotnet versions with backups

Issue, when restoring a backup tklbam does not currently ensure the correct version of dotnet is installed for their backup.

E.g.

1. Install asp-net-core-18.0 with dotnet-runtime-8 and dotnet-sdk-8, etc.
2. Do some work.
3. Do a backup.
4. Update dotnet-runtime-8 to dotnet-runtime-9, the same with other packages
5. Realize it doesn't work, restore the backup. At this point you still have dotnet-runtime-9
