[HubTools] hub-list-appliances should be able to list all available appliances (not just default ones)

Currently hub-list-appliance will only list the appliances available via default (i.e. currently v17.x). It should be able to list all available apps.

I'm tagging this as a bug as IMO users would expect this as basic functionality.
