Don't allow normal-looking page refreshes when the dashboard is in a non-restartable state

Problem.

1. Run any dashboard.

2. Damage the HCL.

The message is a popup that you only see once, and after dismissal cannot refer to again, it does not persist across page refreshes.

Your dashboard is now in a non-restartable state, but appears to continue to operate. If you make a change that you think resolves the error, but doesn't, you don't know that it didn't.

Proposed solution:

If the dashboard is in a non-restartable state due to HCL damage, report that, and keep reporting it across page refreshes.
