Add jsDelivr CDN link

I replaced the GitHub link with a jsDelivr CDN link in the readme, as jsDelivr was built and is bettter for this use case unlike GitHub.

Thanks. Actually the current URL is https://turbo.js.org/js/turbo.js, which is served by js.org.
