[feature] SDL2 visual studio project for Windows OS with DX12 & Vulkan

Adding an SDL2 visual studio project for Windows OS with DX12 to Vulkan would be an interesting feature, since there is a Linux version with SDL2, I believe in my humble opinion that it should exist.
