[REQUEST] LAS support

Is your feature request related to a problem? Please describe. With the update to VS2019 the support of reading las files is disabled because of major dependency problems with liblas (requires tiff and geotiff).

Describe the solution you'd like Link liblas, tiff and geotiff properly into OIP to get las file reading back working.

Describe alternatives you've considered Maybe other libraries could be used to be able to read las files (e.g. take a look at cloudcompare or similar libraries)
