Finish Effects only showing on Restoring Charges

I am a returning player to Wow, and just downloaded the latest version 1.18.10.3140. And I have installed OnmiCC 10.2.7.

The Finish Effects are only showing on Restoring Charges spells.

I have uninstalled and reinstalled many times, and "Reset Profile" many times, and still the Finish Effects are only showing on Restoring Charges spells.

** Under Cooldown Text: ** Minimum Cooldown Duration: 2 Minimum Cooldown Size: 20

** Under Cooldown Effects: ** Effect: "Shine" Minimum Cooldown Duration: 5 Cooldown Opacity: 100%

BugSack/BugSackGrabber says there are no bugs, and all other addons are disabled.

And I haven't found any fixes on Goggle.

Is there a way for me to fix this?
