Reproduce results with latest librosa and torch

This updates all librosa and torch calls such that training on google speech commands works.

What works so far:

• google speech commands training

What does not work so far:

• google speech commands testing (it runs through, but the accuracy is terrible on the test set, maybe I need to train for longer)
