The documentation is wrong. You need at least React 16.3 to enable `createContext`.

Only thing that worked for me was to go to `~/.cache/firebase/emulators/ui-v1.11.5` and manually unzip `ui-v1.11.5.zip` there.

v5.2.1 fixed it for me.
