Create read aloud control bar

The "read aloud" function should show a control bar when reading paragraphs over 3-4 sentences. The control bar should be able to adjust the reading speed of the next and previous paragraphs like the Edge browser. In addition, read-aloud can highlight the sentence being read. And can change the reading speed of read aloud according to each language. The user can enable or disable the "tts stop" feature when switching tabs.
