binance - support obsolete futures format (Version 1)

Problem: - we have symbols like `BTC/USDT:USDT-123456` where we don't distinguish Weekly, Monthly, Quarterly, Bi-Weekly, Bi-Monthly, Bi-Quarterly... we need to have a format like: `BTC/USDT:USDT-W123456` etc... We must not create...

this is not preferred way in my opinion, but anyway opening it as "alternate" way [Version 2] (here is [Version 1](https://github.com/ccxt/ccxt/pull/18146), which is better imo).

where is `requirements.txt`?

Installation manual says about SETUP: > pip install -r requirements.txt however, there is not such file in your project.
