Tsuru-dashboad features must support new auth methodology.

Currently tsuru supports oauth, but several tsuru-dashboard features does not works with this authentication method. Some features should be disabled with oauth (like change password) and another feature should be refactored to support it (like quota info). Making the restructuring of these features to be compatible with this new authorization procedure.
