It's hard to know how to write good issues without a github issue template

@TheKnarf I personally like to keep all of the contribution rules in a single CONTRIBUTING.md file. What do you think? Is that sufficient enough?

That's probably fine. People might forget to check it out, but one could always just make a comment on an issue asking them to check it out if they need to reword their issue.

If you get a lot of bad issues then an issue / PR template might be better, but if it's not a huge problem then no real need to set it up.
