New tutorial: tsinfer for genotype imputation

@hyanwong has made an excellent suggestion to create a tutorial about doing genotype imputation using tsinfer. I'll get to it once my pipeline is smoothened.

We could probably have a whole part on "Inference from real data", with a "tsinfer" chapter broken down into sections, like we currently do for msprime
