Inconsistent page creation speed

To follow bot best practices, there is a time lag of 5 seconds between two new page creations according to the script . But, I see inconsistent page creation speed. Some times it is 6 pages per minutes. Some times 2 or 3 (from different bot accounts / connections). Why is this so? What can be done to increase page creation rate without compromising best practices as we have lakhs of pages to upload?
