Agreed, this looks like an issue of not installing pywinctl to the version of python that OBS is pointing to
Going off the error, this seems like it's an error in PyWinCtl, their getAllScreens function, and whatever desktop environment/window manager you're using. It would be more appropriate to ask there

Not sure it does, I'm running the same code but error out by failing to connect other the websocket almost immediately
