Shutdown BOF

This BOF will shutdown or reboot a local or remote system, with or without a message in the time provided. It is important to note that non-zero times will always display a message. There is also an optional setting to force close applications (not allowing the user to save unsaved work).

Hold up on review. I just realized I never implemented the remote system side. Working on it.

Ok changes complete, tested and confirmed it worked on remote host.

For informational purposes, one informational alert, event id 1074 is created. For the remote one, it shows the user as the user specified when the token is made prior to issuing the shutdown along with any message sent.
