IgnoreHosts is not reloaded

The IgnoreHosts file is not being reloaded. It's once loaded at starting of the service via main(), not in dmarcf_config_load(). So, a restart is currently needed. But the PublicSuffixList can be reloaded (as it is part of dmarcf_config_load()).
