[FR] Global ENV variable that can override data folder

By default bitfix always checks for bitfix/ data folder in the same directory where lib's binary is. A global ENV variable that overrides and points to custom directory would be very useful (in out case- automated updates of the very often changing sigs). Both Unix and Win32 support global user/system environments.

P.S. Assuming it wont bring on board too many dependencies to already hefty amount bitfix requires, may be in future a HTTP GET support that fetches data/scripts.
