[syncthing] add CAP_CHOWN,CAP_FOWNER

no. the expected behaviour is consistent with a security focused chart.
Describe the solution you'd like
per general TrueCharts documentation Security and Permissions | TrueCharts the ability to add capabilities CAP_CHOWN,CAP_FOWNER syncOwnership — Syncthing v1.23.4 documentation would be great. This would greatly enhance the usefulness of this tool enabling ownership and permissions to be reflected on all systems participating in the Syncthing 'cluster'.

Adding capabilities will not be added for end-users on TrueNAS SCALE. It will be developer only.
Those two caps can be added though. Please next time comply to the title format for issues please.
It needs more than that tho. The pod will need SET_PCAP and syncthing has a var that you need to set to actually pass those caps to the process.
