Dorando Keyconfig: Possible failure to detect duplicate shortcuts

I have used keyconfig for many years and never noticed this potential problem. In shortcuts created or modified using Keyconfig, the modifier keys are always listed alphabetically, as alt-ctrl-shift-modifierkey. But some/many extension developers, who provide a mechanism to set/modify shortcuts from within their respective extensions, follow the convention ctrl-alt-shift-modifierkey. This can lead to duplication, which it seems keyconfig does not detect. For example, if 2 extensions and/or the user create both alt-ctrl-shift-Z and ctrl-alt-shift-Z, the duplication appears not to be detected.
