ASM and jar-relocator are always downloaded from maven central

Libby hardcodes these two dependencies to always be downloaded from Maven central. This is undesirable for two reasons:

  • They are already shaded into the plugin, so there's no need to download them again
  • We should avoid requests to maven central (they are not a CDN)
