User Description
Japan first turn tried attacking neutral country Wake Island. Error said Japan only had 1 PU so they could not afford the 3 PU needed to pay to attack the neutral country. Japan took Wake Island first turn only paying 1PU, not 3PU.

Yea this been around as long as I can remember. Idk if there's an issue for it. Just have to use edit or Player Enforce for now. It also won't let negative PU objectives work if you have fewer PUs than the negative amount.

While I understand the issue of course, I do not understand the label "Impact: Bad Game Rules", here. This label is defined as "Core game rules are not enforced properly and require an edit to fix."
There are absoutely no core game rules in any of the core games that contain paying PUs for attacking a territory. This feature has maybe been added by a feature request at anytime in the past.
So this is rather about resolving a feature (request) correctly. The core game rules are not touched. Maybe the label "Problem", defined as "A problem, bug, defect - something to fix" is more appropriate here.
